RFQ 2022-06

Chipola College is requesting proposals for architectural services needed for construction, renovation, and remoldeling associated with connecting several buildings to the College’s centralized chiller plant. At a minimum, architectural services needed will include development of design documents and the coordination of other professional design services (e.g. mechanical, electrical, etc.) as necessary. The College desires to select an architectural firm for professional services in accordance with Section 287.055 (2)(g), Florida Statutes.

Proposals shall contain four (4) hard copies in a single sealed envelope bearing the name and address of the submitter, with the words “RFQ – Architectural Services”. The Statement of Qualifications must be mailed to the attention of Steve Young, Vice President of Adminstrative and Business Affairs at Chipola College, 3094 Indian Circle, Marianna, FL 32446 to arrive no later than 2PM CST on December 9, 2022. Scope of Work

Upon execution of a contract with the College, the selected Architect will be eligible to provide professional architectural consulting services. Tasks may include but are not limited to architectural design services, including development of design documents. In addition, the selected architect will be expected to oversee and coordinate with other design professionals (g.e. mechanical, electrical, etc.) for the construction, renovation, and remodeling associated with connecting several College buildings to the College’s centralized chiller plant. Based on the nature of the project, it is anticipated that a significant amount of design work will have to be performed by mechanical and electrical engineers working under the direction of the architectural firm chosen. It is further expected that some of the buildings will require extensive changes to accommodate new cooling and heating systems.

Method of Construction Procurement

Chipola College intends to solicit bids from appropriate Construction Contractors to complete construction work based on the chosen Architect’s design documents.  Currently, the intent of the College is to select a Construction Contractor with the lowest and best bid with the ability to complete the project in a timely fashion in accordance with the Architect’s design documents. 

Response Criteria

The following material MUST BE RECEIVED no later than the date and time designated in this RFQ packet.

Requirements

The four (4) hard copy documents shall include the following:

  1. The name and address of the legal entity. Telephone numbers and an email address of a contact person; and the date of the proposal.
  2. A narrative on why Proposer should be selected for the Project, including:
    1. A brief overview of the specific experience and expertise of the proposed professional team (personnel and consultants) explaining why this team should be selected.
    2. Prior examples and experience where the proposed professional team has worked together on other projects.
  3. Proposers must be licensed professionals in accordance with Florida State law and shall be familiar with all applicable federal and State of Florida regulations and laws. The following documents must be provided:

    1. Copies of current, active Florida Professional Registration Certificates for the Proposer and key personnel proposed to be used on the Project.

Claim Information

Disclose all lawsuits, arbitrations and claims filed or raised by or against Proposer over the last five (5) years, specifically identifying:

  1. The project involved.
  2. The Parties Involved.
  3. The Nature of the Claim(s).
  4. Amount at Issue.
  5. Disposition or Status.
  6. Litigation, Case Style, number and jurisdiction.

Contract Period

The period of the contract shall commence on date of contract execution and end upon completion of the construction project. Completion of the project shall be determined as 30 days after approval by the Chipola College Board of Trustees of the final payment to the selected Construction Contractor selected for the project.

General Requirements

The purpose of the submittal is to present qualifications, competence and capacity of the firm to undertake the architectural services required for the aforementioned project. As such, the substance of the proposal will carry more weight than form or manner of presentation. The proposal should demonstrate the qualifications of the firm and particular staff to be assigned to this engagement. It should also specify the firm’s experience with similar organizations and demonstrate its’ ability to meet the required standards.

Evaluation Criteria

The ARCHITECT will be selected through a qualification-based selection process. Firms interested in providing architectural services must submit a Statement of Qualifications (SOQ) that addresses the following evaluation criteria. Applicants are encouraged to organize their submissions in such a way as to follow the general evaluation criteria listed below. Information included within the SOQ may be used to evaluate your firm as part of any criteria regardless of where that information is found within the SOQ. Information obtained from the SOQ and from any other relevant source may be used in the evaluation and selection process.

The Selection Committee shall score submittals in accordance with the following point schedule:

Qualifications Criteria

  1. Firm’s Background and Relevant Firm Experience (up to 25 points)
    1. Provide a general background and brief history of the Firm and its related experience in providing similar requested services.
    2. List and briefly describe 3-5 projects completed by your firm or currently in progress; include your firm’s role, project owner, project location, contact name and title, address, telephone number, fax number, and email address.
    3. List and describe any litigation; arbitration; claims filed by your firm against any project owner as a result of a contract dispute; any claim filed against your firm; termination from a project.
  2. Team Experience & Qualifications (up to 25 points)
    1. Provide the firm’s organization chart. Briefly describe each team member’s role and provide a one-page resume for each KEY staff member.
    2. Provide “team” experience working together on design and construction projects.
    3. Identify proposed sub consultants (especially in regards to Mechanical and Electrical engineers).
  3. Project Understanding and Approach (up to 25 points)
    1. Discuss your firm’s understanding of providing architectural services.
    2. Discuss your firm’s typical project approach.
    3. Describe the firm’s quality assurance and dispute resolution approach.
  4. Familiarity with Chipola College and Workload (up to 25 points)
    1. Discuss your firm’s familiarity with Chipola College in providing architectural services. Include your firm’s past experience and knowledge of current and future needs, if known
    2. Discuss your firm’s location in relation to the College and availability to inspect ongoing progress in relation to the project.
    3. Discuss your availability to begin work.

Recommendation Process

The highest ranked firm will be recommended to the College Board of Trustees for contract award. College personnel will attempt to negotiate a contract with the highest scoring firm and proceed with other negotiations in rank order if an agreement cannot be reached.

The College reserves the right to accept or reject proposals in whole or in part, and to award proposals in the manner the College determines to be in its best interest.
